Recruiting an Election Board

In each Philadelphia division, the Election Board is responsible for conducting the election.

  • The Judge and two Inspectors of Election are elected every four years (2009, 2013, etc.).
  • Before any particular election, a Clerk is appointed by the Minority Inspector.
  • Before any particular election, at least one Machine Inspector is appointed. By law, the Philadelphia Board of Elections appoints the Machine Inspector(s), but in practice the members of the Election Board or the Committeepeople, do the recruiting. The number of Machine Inspectors depends on the number of voting machines: if there are two machines, there is one Machine Inspector; if there are three machines, there are two Machine Inspectors, and so on. (In general, subtract one from the number of machines to get the number of Machine Inspectors.)
